Some Specific Questions on Street Fighte ...

I realize that this may be a little bit of a non-X Box topic, but I am really at a loss and hoping to get some help on this one... I am looking into getting a copy of Street Fighter Zero 3 for the Sega Saturn, the one that was only released on Japanese systems and runs around $75 in the secondary market.  My question is: What is the top gameplay speed setting?  I know that the default top speed on most ports of the game on other consoles is Turbo 2 (I own the SF Alpha Anthology on the PS2), but have seen gameplay videos with very fast speed on YouTube, etc.  Are those just emulators???  Which port has the fastest gameplay? I have heard rumors that the Saturn version goes up to the Turbo 7, but that just may be a rumor. Can anyone who owns this title fill me in?  Thanks for all of your help!
